Actually, he's not prosecuting.

That's the interesting part.

He's threatening to prosecute knife makers.

He's threatening to prosecute stores that sell knives unless they pay him money.

Now I call that a shake ban. I call that extortion. At least it sure sounds like it, but it's serious stuff.
