You could see where this would probably get through the House of Representatives. Sometimes things are very close because of the narrow majority there. You might have a few Republicans, however, say, look, I'm not sure that this is the right

thing to do. Why are we meddling with D.C.'s affairs? And Republicans are pushing bills to help
