| 0:59.1 | is a fund of money that the Congress approved, I believe it's been four or five years ago now, for |
| 1:07.4 | federal agencies to use to modernize any kind of technology aspects, digital transformations and so on, things that they are not able to do through the normal year-long appropriations process. |
| 1:21.0 | The appropriations challenge that agencies have when it comes to modernizing IT |
| 1:27.0 | is that each agency applies for the money to it applies to Congress for the money that it wants for the next fiscal year. |
| 1:36.4 | Fiscal year in federal government runs October 1st through September 30th. |
| 1:39.4 | So the federal government right now is working on fiscal year 2024. It's asking now in the budget |
| 1:47.7 | designs that it's drawing up for money for fiscal year 2025. |
| 1:53.0 | And that request then goes to Congress, |
| 1:55.8 | Congress approves it, denies it, usually changes it dramatically |
| 1:59.4 | before giving a blueprint to the agencies and then October 1st the money is supposed to go to the |
| 2:05.0 | agencies. You and I have talked about continuing resolutions in the past that's a |
| 2:09.6 | funding wrinkle that challenges the agencies but the way I just described it is the way the |
| 2:14.0 | process usually runs. What agencies can't do is they can't say we would like you to |
| 2:19.9 | give us money for this for fiscal year 2025 and then this for fiscal 26 and |
