Summary

Earlier this week, we took a deep dive into systemic fraud with former police officer and Minnesota fraud investigator Scott Dexter. Dexter recently took his findings to Congress, testifying about the rampant misuse of taxpayer funds he uncovered between 2014 and 2019. While his investigations predate the high-profile COVID-era scandals, Dexter argues that the patterns he found established a troubling "blueprint" for the "rampant" fraud we see today. Dexter spoke with FOX News Rundown host Jessica Rosenthal about how certain scams were carried out and why he is confident that the fraud causing so much outrage in Minnesota right now is just the tip of the iceberg—a much bigger nationwide problem affecting various government programs. We often have to cut interviews short during the week, but we thought you might like to hear the full conversation. Today on The FOX News Rundown Extra, we share our full interview with Scott Dexter to explore fraud in Minnesota, the challenges of addressing it, and why the problem extends far beyond the North Star State. I'm Jessica Rosenthal. This week we spoke with former police officer and Minnesota fraud investigator Scott Dexter. He recently testified before Congress about the fraud he investigated in the state from 2014 through 2019. While that was before the COVID-era fraud, for which we now have federal

He also explains how the very state that initially wanted him to investigate eventually tried

to block his team's progress as members of the Somali community claimed racism and even filed a lawsuit.

Dexter explains they were trying to track organizations that were receiving the largest amounts of taxpayer dollars.

He also discusses why so many lawmakers at the hearing at which he testified may feel or believe fraud is widespread,

well beyond Minnesota, and is happening in their own states. We often have to cut

For those who did not listen to this hearing, at which you testified recently before Congress, tell us briefly you worked for the Inspector General within the Department of Human Services, if I have that correct.

And you were tasked with investigating, investigating fraud.

1:26.8

What were you finding during your time between 2014 and 2019?

1:33.6

Well, yeah, I was hired, it was a newly formed investigation unit within the Department

of Human Services, Office of Inspector General, regarding child care assistance funds or CCAP.

And they were realizing that there was fraud going on, and at that time, State of Minnesota

didn't have an actual unit to investigate that. So they created our unit hiring, retired

investigators to start it up. And when we were,

when we first started, our task was to look at the child care assistance program and the funding to see if we could detect any fraud going on.

So, of course, the first thing we did was we looked at who was receiving C-CAP funds.
