How can this happen?

This is Betsy Bell.

We're at the Double B Studios in Las Vegas,

and I am here to talk about upside down cake.

California's upside down cake. And unfortunately, for everyone listening today,

we aren't solving the problem. We're just baking into the cake, the final analysis.

And that's how to put all of the goodness at the bottom of the pan and then put the cake on top.

So once you bake it, you turn it upside down on the plate.

And what happens?

All the goodness and the cake is taken right off the top.

And underneath is some cake. But it's nothing like what's at the top of the cake. So why would you

turn it upside down instead of having the goodness be throughout the cake?

You're asking me how this can happen?

I'm going to show you that California isn't the only one suffering from upside down cake. America is, because everybody is skimming off the top,

except the taxpayers. We're paying so that the politicians can scrape whatever they want.

And we're left holding the bag. And not only holding the bag,

we're paying the price. Do you know that climate change and smog has been going on in the state

of California since 1963, Congress there passed the Clean Air Act,

formally authorizing research on state emission reduction programs. And then in 1966,

California implemented the nation's first tailpipe emission standard.
