as well with what he's called it. But at this point, is there any denying that it's an all-out war

now? I think it's quite hard to call it anything else, isn't it?

The reason to call it something else is, I suppose, because there are certain constitutional requirements

on limits on the US President's power, and ideally he needs congressional approval to start
