Summary

Among many days worthy of remembrance, one that is often forgotten is June 8, 1789, when James Madison, in the first Congress under the newly ratified Constitution, addressed the House in a historic speech. The government had been operating for only a few months. Several states had submitted proposed amendments to the Constitution which Madison encouraged Congress to consider and worked to consolidate and draft himself. The result would be what the world now knows as the Bill of Rights.

0:39.0	On December 15th, 1791, a historic revolutionary and constitutional deliberation was, for the moment, concluded.
0:49.0	It extended from the Constitutional Convention in Philadelphia in the summer of 1787
0:55.1	through the ratifying conventions of 13 states from the fall of 1787 to the summer of 1788,
1:02.2	to the first Congress of the
1:03.3	United States of America under a new constitution and the
1:06.4	legislators of all the states under that constitution.
1:10.3	At every stage of these deliberations,
1:12.2	representatives of the self-governing people debated with one another in elected bodies with varying legal authority.
1:19.0	A free press carried on a robust public debate in pamphlets and newspapers, and the constitutional
1:25.2	statesmanship of James Madison was active on all fronts seeking to bring wisdom to consent.
