which really, when you look at it, it all comes down to cultural issues.

So one of the things that we see culturally is the way we deal with crime and punishment in America.

Now, this has been a topic that's gone on for many years.

You know, every group of 10 or 15 or 20 years, we have a review nationally.

It's not set down on a calendar.

It just kind of happens naturally.

It evolves when we say, okay, let's take a look at how we're doing things now and are we doing the right thing? Are we handling criminal activity the right way?

Are we handing criminals the right way? Are we doing the right types of punishments? Is it a punishment at all? Or should it be

a rehabilitation? We go through these thoughts about, you know, what's right and what's wrong.

And under a traditional kind of America, we are a rule of law country. You know, we create rules and laws here, not to shut people down,
