our first question of the day is a constitutional question. It comes from John. He said in Article 1 of the Constitution,

it says Congress shall have the power to declare war, grant letters of mark and reprisal,

and make rules concerning captures on land and water. I'm curious if and for what Congress had

granted, or has granted, letters of mark and reprisal, and that's from John. John, thanks for sending that in.

Always good to see people diving into the details of the Constitution and some of the more

random things that we rarely talk about. I think we cover this one very quickly in Constitutional Live,

but I don't know that we've talked about it on air in a long, long time. So mark and reprisal, guys.

Well, this is a fun one.

If you were to go do a man on the street interview and just stop people and say,

hey, what does the Constitution mean by mark and reprisal?

I wonder if one out of a hundred would get that.

Do you think people would even recognize what that is?

No, not at all.

They would wonder if that means reprisal.

Is that like a tariff going back against another country that gave us a tariff?

But this is a military mark in reprisal.

This is essentially could be a hit even.

I know we have federal laws that say we can't do that, but the Constitution doesn't say you can't do that.
