To start, can you just give us a brief overview of the formation and purpose of

CISA you know when it was formed and the justification that was used for forming it?

Yeah so it was formed at the height of the hysteria of Russia Gate in November 2018 as an act of Congress that was approved by President Trump under the justification that Russia may have just hacked the 2016 election.

If you remember at the time they were sort of transitioning from Russian bots and trolls

interfering on social media to the idea that maybe the DNC servers had been

physically hacked and maybe this Vermont energy grade had been physically

hacked by Russians. Of course none of that was ever substantiated.
