1977 started off with a task force being created by the Sacramento Sheriff's Office to

catch the East Area rapist. Detectives Richard Shelby and Carol Daley made it their mission

to be at every crime scene and look after every victim. They methodically questioned

neighbours and tracked down every lead they could.

When an attack happened in the Sacramento City limits, the investigation was taken over

by the Sacramento City Police, which caused issues when Shelby and Daley weren't caught

on the crime scenes on the city's turf. During one attack, the crime lab was able to determine

that the East Area rapist's blood was Taipei. The East Area rapist continued following

his earlier MO, until the local papers made special mention of the fact he had never
