This is CBS I in the World. I'm John Bachelor. A week past the primary in California and what do we learn?

Bill Whelan of the Hoover Institution is here. He's the host of Politics and Policy Podcast and Goodfellas, the podcast, video cast TV show with his colleagues at Hoover.

Right now, Bill is taking on the role of a columnist at California on your mind to look at the best

we can discern from a blue-blue state.

How do you read inside of a state where when it begins it's clear the

Democrats are going to be favored?

Bill, a very good evening to you. The governor of the state, Gavin Newsom, is

not now a presidential candidate but the expectation is that he is in the future

and it's difficult to judge somebody who leads the most powerful of all democratic states. He advanced however a proposition

proposition one that looks common sensical it's about the homeless it's a burden

for all states but especially California. However, your

column indicates that it was a disappointment, Proposition 1. How so?

Well, John, good evening. It was a disappointment in this regard. Prop one, which was a 6.4 billion dollar bond, which will build homeless housing around the state. This is for mental health facilities and also drug treatment facilities.

But more about a month before the primary John it was at about 59% in the polls. I just

checked this morning. My apologies to our listeners but California takes forever to votes, and this will go on for about another 28 days.

But it is at about 50.5%, so it underperformed on primary days.

So the question is why. And two, I have two theories here, John. One is Democratic

turnout, plain and simple. About 5.7 million Democrats turned out to vote in the

2020 March primary that featured
