Was arbitrary and capricious it did not say that DACA

That the Trump administration cannot rescind DACA

It did not say that at all it did say that the way in which the Trump administration rescinded DACA was arbitrary and capricious and

That it sent it back to

lower courts on that basis and so the Trump administration has to go back to the drawing board and before we walk through this
