It was 20 years ago this week that Ken Star sent his notorious report to Congress,

complete with graphic details about Bill Clinton's affair with Monica Lewinsky.

Star made a case that Clinton's conduct amounted to substantial and credible evidence

that could be grounds to impeach the president. As Star laid them out in his report,

these involved allegations of ten specific crimes by the president.

Purgery about his affair with Lewinsky, witnessed tampering and obstruction of justice.

But there was an eleventh article of impeachment in Star's report, a catch-all count

that could have direct relevance to events today under President Trump.

Star called that eleventh count a abuse of power, a phrase that didn't amount to a specific crime,

but instead involved Clinton's use of the powers of his office to thwart Star's investigation.

To President Trump's relentless attacks on special counsel Robert Mueller,

very similar to Bill Clinton's attacks on Star amount to an abuse of power,
