The ruling concerns the distribution of foreign aid.

A federal appeals court is lifting a lower court ruling that had required the Trump administration to continue making foreign aid payments.

Aid organizations sued, arguing President Trump is in violation of federal law by not spending money authorized by Congress.

A district court judge agreed, but a ruling from the D.C. Circuit Court of Appeals says that decision was wrong because those aid groups cannot bring a freestanding suit, ruling instead a challenge to the federal statute must be brought by the comptroller

general who leads the government accountability office.

Fox is Sharon Halpert at the White House. President Trump warning there will be what he

calls severe consequences if Russian President Vladimir Putin does not agree to a ceasefire in

Ukraine as the two are set to meet Friday. I'm here to stop 6,000, 7,000 people

last week. 7,213 people last week were killed, mostly soldiers. Ukraine's President Zelensky will not

take part in the talks, but President Trump has said they could in the future of this round is successful.

Some of the National Guard soldiers, President Trump, has called up to D.C.

An Army official tells Fox News more than 400 National Guard members are in the city ready to deploy,

but to be clear, that doesn't mean all of them are going to be going out tonight by any means.

Now, guard troops took their post last night patrolling the streets and neighborhoods of the nation's capital. I reached out to D.C. police for some of the crime statistics from this week since the federal takeover, but it was referred to the White House. White House officials say there were a total of 43 arrests. Fox is David Spunt. D.C. Mayor Muriel Bowser has been meeting with administration officials, but she says

violent crime is at a 30-year low.
