After a short-term spending bill failed again, the 13th time it failed to reach the 60 votes needed on day 28 of a government shutdown with pain spreading.

We are trying as much as possible to ensure that critical food benefits get paid,

that our military gets paid.

But you know what makes really easy?

If the Democrats just opened up the government, then we wouldn't have to play this game.

Democrats continue to make clear that we will sit down with our Republican colleagues anytime, any place

here at the Capitol or back at the White House in order to reopen the government.

Republicans say talks will not happen while a shutdown continues. On Saturday, food assistance

benefits will be suspended and Democrat-led states are suing,

asking a federal judge to force the use of contingency funds. There are billions of dollars

in contingency funds and other funds that could be used to provide SNAP benefits.

More than 20 states are part of the lawsuit arguing not releasing the funds approved by Congress

will violate federal law.
