My bill, Assembly Bill 1638 without reference to file, this will suspend the

state gas tax immediately and save Californians 50 cents a gallon. That motion

requires a second, seconded by Ms. Davies, members, this motion is not

debatable. This takes 54 votes to suspend the constitutional three readings

requirement on AB 1638 and the clerk will open the role. So let me just explain
