It means holding them accountable and putting them in jail.

When you don't solve a cold case, you leave the perpetrator on the street.

Then you are ignoring evidence and you ignoring the person that caused the real harm.

This tells you that this can happen to anybody.

Nobody is immune from crime.

Justice to me is being in a courtroom and the person who did this to my sister, the judge says guilty.
