Maria Stubbings was strangled with a dog lead by a man who already had a conviction for assaulting her.

Today's report by the police watchdog details how the Essex Force constantly failed to protect her.

When she began her brief relationship with Mark Chivers, she didn't know he'd already served 15 years in prison in Germany for killing a previous girlfriend.

He murdered Maria Stubbings at her home in Chelmsford. There had been a panicked arm in the house, but the police had removed it.

At the time the mother of two was sharing the house with her teenage son. Now for the first time he's spoken about the police failings.

I just find it hard to understand how they just didn't react or show any care or respond in the way that they should.

There's just no need. There's no need for people to continue suffering the way that we have. It's prevention. They need to just do simple things, hire up the ladder.

Their mother was murdered just before Christmas in 2008. The Essex Force insists that lessons have been learned and other victims will be better protected.

What they need is that the police treat them as they properly believed. What they need to have is the conversation out of the hearing of the offender and for us to take control away from some of these manipulative evil individuals who control their lives.

Maria Stubbings family are joining campaigners in calling for a public inquiry into the way police around the country and other agencies deal with domestic violence.

She was amazing. She was my best friend that I had. I could trust her. She was super, super bubbly and super kind. Just kind to everyone wanted the best for everyone wanted the best for me.

And just an all-round loving, good, giving person.

There are many fond memories of his mum Maria in life, but Bengi Stubbings will never forget the way she died and the failings by Essex Police that could have saved her.

Mark Chivers, a former boyfriend, strangled Maria at her home in Chelmsford five years ago. He hid her body under a pile of coats in the bathroom.

When a 15-year-old Bengi returned, Chivers followed him around the house to stop him from finding her.

I was never aware, which makes it more confusing for me because I feel as if I should have known, but being so young and vulnerable when he was such a good manipulator, I'm not sure what I could have done.

But if I did know, I could be dead, so I'm grateful that I'm here today.

But the police did know Mark Chivers had killed before. A fact Maria only discovered when he served time in prison for assaulting her.

Yet by the time he was released, officers had disabled a panic alarm they'd installed in the house and failed to carry out any risk assessment when they did so.

I feel they had a lack of care for me and my mother when they knew the danger and the danger was clearly there.

I felt there was a lack of urgency and I just don't believe they really had the respect for the care for me and my mother.
