This is CBS, I Am the World. I'm John Batsow with Mary Kissel, executive vice president

Stevens incorporated former senior adviser to the Secretary of State. In these last days,

Vladimir Putin has been valuable about his opinion of the violence in Ukraine. In the speech

in Moscow a week past, he said he was attacked, NATO attacked Russia. Now in further remarks,

he says that NATO is trying to destroy the Russian people, destroy the Russian state and

being Russian. At the same time, there is talk of diplomacy somewhere in the world. France

and Britain and Germany have voiced concern that the Kiev government must explore all

avenues of ceasefire, of conditional peace in any event.

Maria, come to you because you served as the diplomats diplomat with the Secretary of State.

What is your measure of this moment for negotiation? Vladimir Putin is exhausted and irrational in

his threats, but Europe is eager to get to the table and talk about what comes next.

Well, the first question you have to ask is whether either or both of the warring parties

want to come to the negotiating table. And as it stands right now, they don't. Putin is

marshalling his forces for another push in the spring into Ukraine and has doubled down on the

declarations that he's made to his, the Russia people and Russia's allies as they are, that

they're going to win. And the Ukrainians have suffered such a loss of life and destruction

of their economy and their peace and security that they're not incentivized at all to give

anything to the Russians. So when we talk about peace negotiations, those discussions are

largely happening in the halls of Western nations that have not suffered any real consequences

from the conflict. And they don't really want to be involved. Remember how long it took

for nations like Germany to provide lethal aid to the Ukrainians in the way that the United

States has kind of dripped fed various kinds of weapon systems and help to the Ukrainians.
