| 0:00.0 | This is CBSI on the World. I'm John Batch with Andrea Sturker and Richard Goldberg of |
| 0:10.0 | the Foundation for the Defense of Democracy, is writing at the dispatch about the eve |
| 0:14.5 | of an IAEA meeting that will make decisions about Iran's bad acting with its suspect |
| 0:20.0 | nuclear weapons program. Andrea, there is a tool. It's called Snapback. We've got a few |
| 0:25.8 | minutes here. How does it work if it's to be used to punish Iran for its bad acting? |
| 0:31.6 | Thank you, John. So what Rich and I are recommending at the IAEA meetings, first step is to |
| 0:38.3 | give Iran an ultimatum. Come to their end of compliance with their obligations under |
| 0:42.4 | the nuclear non-proliferation treaty by a set deadline, or they would face referral to |
| 0:47.5 | the UN Security Council for sanctions. So if Iran didn't comply with his ultimatum, |
| 0:52.6 | then the IAE Board would refer the case to the UNSC, where the UK, France, or Germany |
| 0:59.5 | could trigger the reimposition of UN sanctions against Iran that remain in sort of a limbo |
| 1:04.9 | zombie state under the nuclear deal they remained lifted, even though no one is abiding by |
| 1:10.2 | the nuclear deal anymore. The Snapback would restore the UN arms embargo on Iran and prevent |
| 1:17.0 | them from importing or exporting military goods, critical in light of the Ukraine invasion |
| 1:22.7 | and their army of Russia. It would also stop the lifting of the UN missile embargo in |
| 1:27.1 | October of this year when Iran will be able to illegally send missiles and drones to Russia |
| 1:32.7 | for use against Ukrainian civilians. And then it would restore the international demand |
| 1:37.5 | that Iran halt all its enrichment-related activities. And what's interesting about the way |
| 1:42.3 | the Snapback works is that the deal party structured the accord and it's implementing |
| 1:48.2 | UN resolution so that Russia and China could not actually use their UNSC vetoes to stop |
| 1:54.1 | the Snapback of sanctions against Iran, because all of them would have to vote to keep the |
| 1:58.6 | sanctions lifted if one of the parties triggered the Snapback. So within 30 days, we could have |
