Benham publishes with his colleagues Ord Kittry and Andrea Stricker, a recommendation list to those who secure the Iranian nuclear weapon sites with inspections or prescriptions or other.

And what must happen is not just nuclear fuel.

It's not just building a nuclear weapon.

It's not just the archives of past efforts to build a nuclear weapon.

It's also delivery systems.

Benham, you've written extensively and articulally about the missile program in Iran. How do we end it with a minimal amount of conflict?

Well, it depends if you want to take a sledgehammer or a scalpel to the issue, but let's put

politics aside for a

second. When we're talking about trading or engaging in a deal with or dancing with the devil

to engage in even the best possible non-proliferation deal, let's look at the metrics that are

already present in U.S. law for that. and when you look at legislation that contains the bulk of

the penalties that the Iranians would be looking to get relieved in exchange for major, major, major

concessions, which we hope maximum pressure gets President Trump, well, on the missile front,

it really is an end to the ballistic missile program. And the way they can signal their positive intent, if they would be willing to end their ballistic missile program,

is not just to offer these kind of fibs on ranges and caps for their program,

but really to be able to cease flight testing, cease development,

bring in inspectors to all of the facilities that produce weapons that can

carry nuclear payloads, and then to begin to actually engage in something of a regional arms

control process to dismantle and roll back their long-range strike capabilities.

This is an exceptionally high bar, especially because on the other side, the regime continues to use the

space program as something of a way to cover its ultra-long-range strike ambitions, which is not
