She's in Berlin. We're observing the French

elections. We're midway, but there's a British election that is going to come in

between here and Sunday. That would be on July 4th. In addition to that the EU is now dealing with the

results of its election of some weeks past chiefly to do with the question of

expansion growing the EU. It's 27 states right now.

Could be many more because they're observers.

And Judy has asked her colleagues to comment on the idea of expansion.

Judy, Ukraine and Moldova are in crises. They're both

threatened by Russian aggression. The European Union has seemed to be useful for

them for their trade, for their defenses, for their

growth.

And that, however, is a political decision.

Is it at hand or must it wait, take second place for the reforms that the European Union needs

it believes? It's I mean the jury is that this is chicken and egg those who don't want enlargement

will say we cannot have enlargement until we've reform. What is the reform mean

changing the voting rights changing the whole idea of consensus, changing the way

agricultural subsidies of finance, changing the way the whole EU is financed.

This will take ages and this plays in the hands that those who don't want to enlarge because it's difficult and it's complicated and upsets voting.

However, those who do want to enlarge and as quickly as possible and

as quickly as possible, say let's not wait for reform, we can do this hand in hand with enlargement,
