Dateline Seoul, Reuters, North Korea conducted a simulated scorched earth in quotes, nuclear

strike on targets across South Korea, according to state media.

In reaction to Allied exercises, that state media said amounted to plans for a preemptive

nuclear attack by the United States.

I welcome Henry Sikolsky, the executive director of the Non-Proliferation Policy Education

Center, not to illustrate any more the foolishness of this report from North Korea that they're

worried about a preemptive nuclear attack by the United States.

Instead to look at the question of proliferation, North Korea has nuclear weapons.

There are a limited number of states with confirmed nuclear weapons, however, Henry, a very
