in Somalia. It's mainly based in the northern semi-atonomous region of Portland, but it does

have cells in Mogadishu, and it does sporadic attacks, but it's actually more useful for

the Islamic State as a financial and administration hub for the Islamic State across much of East

Africa. For instance, the Islamic State in Somalia hosts what's called the Al-Qarrah office.

The Al-Qarrah is just one of the so-called regional offices that the Islamic State has

around the world, and its job is to basically be the middle managers for the Islamic State's

central leadership in Iraq and Syria. So the guys in Al-Qarrah and in Somalia's northern

Portland region, they effectively oversee and manage the Islamic State's networks reaching

from Uganda to DRC to Mozambique all the way down to South Africa, and they're coordinating

not only just operations or otherwise other activities, but also the collection of revenue,
