Today's expression is to rile somebody up.

To rile somebody up to rile somebody up R-I-L-E Rile-U-U-U-R-I-L-E, rile-up. That is our verb. It is a phrasal verb. To rile someone up. Don't rile me up. You're going to rile him up.

What this means is make them excited, but in a very negative way.

So actually make them very angry, but not necessarily angry like they hate you, but anyway, excited in a very negative way.
