intersects with whatever the pastor happens to be teaching on or preaching on at a point in time?

Should it be when the Holy Spirit says, now is the time to warn or address or equip?

Should it be based on survey the needs of the flock and getting a feel for what the people

need to be strengthened? I mean, all of the above can be true.
